DCE in conjunction with Smart Connection Company were commissioned to provide expert advice and assist the City of Kingston with the provision of FIFA 1 and 2 star synthetic soccer pitches at Kingston Heath. DCE was asked to provide a design and specifications for these pitches which would enable council to select a contractor to provide world class synthetic soccer pitches for the home of Football Federation of Victoria (FFV) Premier league team Bentleigh Greens.

The international football federation FIFA control the "world game" and has strict guidelines for the provision of soccer facilities. FIFA recommended 2 star is the highest standard of pitch available in the world today. There are strict testing procedures involved which are required in order to obtain certification from FIFA of this level of playing surface. There is also ongoing annual testing required in order to maintain this level of pitch.

It was extremely important that a rigorous selection process was employed to select the right contractor and supplier for the job and DCE was involved in the selection panel. DCE was also asked by council to provide construction surveillance to ensure the high standard of construction was met. Kingston Heath was one of the first synthetic pitches in Victoria built to this FIFA 2 star standard.
